IMCI took the initiative to create the Recreational Marine Agreement Group (RMAG) and requested its recognition by the EOTC. These procedures should enable IMCI (and others) to demonstrate that it is qualified as a certification body and should therefore be formally approved by the authorities. The founding members of RMAG are IMCI, Register Holland, ATV and NMMA, as well as the European Commission, as well as representatives of the public and industry. Lars Granholm is elected president of RMAG. The group has 12 meetings and is responsible for developing the first guidelines for pleasure craft. It takes three years for RMAG to achieve EOTC recognition. The lengthy approval process is necessary, as the EOTC is also a full member of the NMMA and the NMMA is the first US certification organisation to gain EU recognition. After recognition by RMAG, EOTC publishes and refers to the RMAG to show that there is no “fortress of the European Union”. They appreciated the experiential style of learning and found it effective, gained increased awareness of the environment and gained the ability to transfer skills and knowledge to other parts of their lives. In addition, students who had left school were interviewed and indicated that leadership training had helped them take on roles and responsibilities at the university.
